Should we give the keyword in " " while searching in google for calculating competition

Eg., Clinical trial data management tool without quotes yields - 729,000,000 search result but within quotes "Clinical trial data management tool" gives only 7 result which will have greater impact or difference in K.E.I. So kindly confirm if any keyword we want to know competition should be given in quotes?

Hi Muthu,
We can't do like this because there is hundreds of factor google watching before the giving as a search result not only depends on KEI.By the way search engine not read the special character when you will search phrasing words under quotes than the search result would contain the exact phrasing words.
